Chapter: White Flight
- The FHA claimed that AAs purchasing homes in white neighborhoods would drive the value of houses down, yet there was never actual evidence of integration driving down home values
- Homer Hoyt explained in 1939 that he thought racial segregation must be necessary because it was a worldwide phenomenon
- His only basis for this was that in China White missionaries lived seperately from Chinese people
- FHA policies actually prevented property values from going down when African Americans moved in, since they would give them such ridiculously high prices to try to keep them out
- A DC court refused to uphold a covenant because they said it would depress property values since AAs were so much mroe willing to pay higher prices than whites
- African Americans moving in would appreciate property values and help neighborhood stability
- An Appraisal Journal study found that there was no evidence of depretiation when black people moved into white neighborhoods
- Blockbusting: "a scheme in which speculators bought poetries in borderline black-white areas; rented or sold them to African American families at above-market prices; persuaded white families residing in these areas that their neighborhoods were turning into African American slums and that values would soon fall precipitously; and then purchased the panicked whites' homes for less than their worth"
-the FHA used blockbusting tactics like hiring black women to push strollers through white neighborhoods, paying black men to drive down the street blasting music, and paying black men to go with real estate agents to look at houses
- they would also call white homes and ask if stereotypical black names were home
- An FHA agent claimed to stage burglaries in white neighborhoods to make people believe the were unsafe
- These houses were then sold at inflated prices to AAs
- The houses were sold on installment plans where they gained no equity because FHA would not help them
- These agreements made it so that one late payment made the buyer immediately evicted
- The FHA used white families selling their homes during white flight at discount as evidence that Blake people made home values go down
- Black neighborhoods became so overcrowded in Chicago that schools began double shifting children- some come in the morning, some at night
- Black buyers would house tenants, work doubles, and neglect utilities just to pay rent
- School double shifting helped a rise in gang activity
- 85 percent of houses sold to African Americans were at one point sold under contract
